Sandra Franco serves as Waterkeepers Chesapeake's Legal Counsel. She advises on numerous administrative and regulatory matters under various federal environmental laws before several agencies, including the EPA, and assists WKC and our Waterkeepers on local environmental regulatory and legal matters. She has been recognized by Chambers USA in environmental law in D.C., particularly with respect to the Clean Air Act and natural resources law. Sandra has also participated in litigation in the U.S. Supreme Court, the U.S. Court of Appeals for the District of Columbia Circuit, and the U.S. District Court for the District of Columbia, as well as other federal district courts and courts of appeal.

Sandra has a B.S. in Chemistry from the University of Chicago, and earned a Master’s degree from the University of Florida. For law school, Sandra went to Georgetown University Law Center, where she graduated with honors.
